A ward councillor has been instrumental in a fresh bid to reopen a north-western town’s last remaining toilets. Richard Silvester asked Bolton Council to provide the service after toilets were closed earlier this year. Cllr Stephen Rock said: “I applaud Cllr Silvester,” adding: “What concerns me about Horwich Town Council funding it is that it is tax payers’ money and they are already paying Bolton Council for this and it would be asking for them to pay twice.”
