The first phase in the Neath town centre redevelopment will be the construction of a 600-space multi-storey car park and retail unit, with Kier Construction being the main contractor in charge of the works.
Ali Thomas, leader of Neath Port Talbot Council, said: "We have reached a big milestone in our vision to regenerate Neath town centre.
"This development plays a key part in our efforts to build a better future for the county borough as an attractive place to live, visit and do business.
"The town centre development is one of the few schemes of its kind starting in the UK this year and I am pleased that our plans for Neath are becoming a reality."
